updated rules

ok here it is. the rules are updated and finalised.

1. No Half Poks.
2. No 7 pairs.
3. No extra 1 double when dun eat for peng hu or any combination.
4. when za hu pay limit price be it za hu 1 or 5 doubles.
5. Tian hu only for banker.
6. di hu only for the 1st card throw.
7. if bao da never say not counted. (esp for that person)
8. 9piece never say not counted.
